A classified duh

It now looks like our very secret plans concerning Ukrainian movements and some of our weapons capabilities have been leaked online. Here’s a link from the Japan Times (it does NOT contain any photos of the documents, which I won’t share):

The scale of the leak — analysts say more than 100 documents may have been obtained — along with the sensitivity of the documents themselves, could be hugely damaging, U.S. officials said. A senior intelligence official called the leak “a nightmare for the Five Eyes,” in a reference to the United States, Britain, Australia, New Zealand and Canada, the so-called Five Eyes nations that broadly share intelligence.

First, ANY leak of classified data causes a nightmare for our allies. Many of them share very sensitive data with us, which requires them to trust the U.S. to treat their data seriously. When you break that trust, those allies hesitate to share data in the future. This makes it really hard to build comprehensive war plans with them, or to cooperate in general.

Now, leaks happen, both in the U.S. and by our allies, so the response to these leaks is the important part. Given that the leaks involved information stamped “Top Secret,” its not going to take the government too long to figure out who leaked it. Here’s the kicker though…what is going to happen because of it?

When I wrote a while back about the Hillary Clinton leaks and everyone treating it as “no big deal,” I was most concerned that not punishing her would essentially excuse other people to leak classified data in the future. If you’re some mediocre bureaucrat that gets to handle classified material, and you see your boss get away with leaking it, then why not leak your material to further your own agenda?

My bet is that the DoD will either find the person, who will be some mid-range bureaucrat in the intelligence community that will, at best, be removed from his or her position, or they won’t find anyone at all, which will likely mean the person that leaked it is too connected to punish. Our allies will hesitate for a while on sharing, and China and Russia will use this as an excuse to say its proof we’re really “at war” and to excuse further transgressions on their part.

Man, I am really confused. I thought we all followed the science, especially in the military. So when the Navy comes out and says “Female Sailors can delay notification of pregnancy to their commands for up to 20 weeks,” I thought “Man, that’s a bad idea.” Then I immediately flayed myself for saying “Man” and not “Women, people who identify as women, and birthing people.”

But I digress. It is true, per ALNAV 017/23:

To provide Service Members with appropriate privacy protections in the early months of pregnancy, in accordance with reference (c), DON health care providers shall follow a presumption that they are not to disclose to a Service Member's command authorities a Service Member's pregnancy status prior to 20 weeks gestation unless this presumption is overcome by one of the notification standards listed below.  In making a disclosure pursuant to the notification standards established below, Department of Defense (DoD) health care providers shall provide the minimum amount of information required to satisfy the purpose of the disclosure, consistent with applicable policy.

Normally we encourage female Sailors to report pregnancy fairly early. The reason behind this is science, because developing babies are very susceptible early on to a lot of environmental factors that are quite common in the military environment. Factors like radiation:

The effect of radiation exposure during pregnancy also depends on the gestational age of the fetus. The embryo/fetus is most susceptible to radiation during organogenesis (2 to 7 weeks gestational age) and in the first trimester. The fetus is more resistant to the radiation during the second and third trimester. Dose between 0.05 to 0.5 Gy is generally considered safe for the fetus during the second and third trimester while it is considered potentially harmful during the 1st-trimester fetus. Even though the fetus is more resistant to the radiation during the second and third trimester, a high dose of radiation (greater than 0.5 Gy or 50 rad) may result in adverse effects including miscarriage, growth reduction, IQ reduction, and severe mental retardation. Therefore, clinicians and radiologists should counsel the pregnant patient regardless of the gestational age.

Or hazardous materials:

Exposure to some organic solvents could increase your chances of having a miscarriage, stillbirth, preterm birth, a low birth weight baby, or a baby with a birth defect.

Or stress:

Both animal and human studies have found that prenatal maternal stress affects the brain and behavior of the offspring. Stressful life events, exposure to a natural disaster, and symptoms of maternal anxiety and depression increase the risk for the child having a range of emotional, behavioral and/or cognitive problems in later life. These include depression, anxiety, Attention Deficit Hyperactivity Disorder (ADHD), and/or conduct disorders. There is an increased risk for other outcomes also, including preterm delivery and reduced telomere length, possibly indicative of an accelerated life history. 

(I heard being in the military isn’t stressful though. The person that told me this was also encouraging me to buy shares in Silicon Valley Bank.)

The Navy isn’t hiding the reason behind delaying notification either. Its specifically to allow elective abortion, or as the Navy calls it, “non-covered abortion,” because the Navy does cover abortions in the event of a threat to a mother’s life, incest and rape (which it has always done, despite what every pro-death protestor will tell you). From ALNAV 017/23:

Pregnancy Termination.  A Service Member considering terminating the pregnancy is encouraged to consult with a DoD health care provider or a licensed non-DoD health care provider from whom the Service Member is receiving care.  The DoD health care provider will place the Service Member considering pregnancy termination in a medical temporary non-deployable status without reference to the Service Member's pregnancy status, until appropriate medical care and the necessary recovery period are complete.

Now, mind you, service members have always had the chance to abort children outside of military medical care. Planned Parenthood has certainly ensured that was an option, and while some states have banned abortion since Roe v Wade was overturned (13, according to Wikipedia), its not the majority. What has changed is Navy leadership, who decided to wade into the situation and dictate how commands would do their bidding. In ALNAV 018/23, they speak out of both sides of their mouth. On one hand, they demand Commanding Officers comply with law:

Consistent with existing law and Department policy, COs will protect the privacy of protected health information received under this policy, as they should with any other protected health information.  Such health care information shall be restricted to personnel with a specific need to know; that is, access to the information must be necessary for the conduct of official duties.  Personnel shall also be accountable for safeguarding this health care information consistent with existing law and Departmental policy.

Annnd on the other hand, they say “give people time off if its, you know, ILLEGAL in the state you are in:”

Approval Guidance.  COs or approval authorities should grant an administrative absence to eligible Sailors and Marines when a non-covered reproductive health care need is identified by the eligible Service Member.  Requests for administrative absence should be given all due consideration and should be granted to the greatest extent practicable, unless, in the CO's judgment, the Service Member's absence would impair proper execution of the military mission.  If the CO denies the request, the Sailor or Marine may appeal the request to the next level of leadership.

How much you wanna guess that all appeals will be approved?

But then Navy commits the biggest woke sin of all…forgetting that we have “birthing people!”

10.  Rest assured that the DON's work to implement the DoD's new policy is a priority.  I expect cooperation from leaders across the Navy and Marine Corps to ensure appropriate input and efficient implementation of this new policy.

“I expect cooperation” really means “You will comply.” Why not just come out and say it?

For quite a while I’ve been the voice crying out in the wilderness suggesting the days of the draft were getting closer

Now others are not only seeing it but calling for it as well:

The Department of Defense in 2022 found that only 23% of people in prime military age (ages 17 to 24) qualify for service. Why so low? Obesity, drugs, mental/physical health, or a combination of these. Obesity is the largest single factor. 

To combat this trend, in 2022 the U.S. Army created two “prep-courses” that recruits can attend prior to Basic Training. One 90-day prep-course helps recruits meet body fat standards. The other course helps recruits achieve higher scores on the Armed Forces Qualifications Test. The U.S. Navy recently announced that it has raised its age limit to 41 years, the oldest of any service (thus far).  

This is sounding alarm bells. The recruiting pool is getting shallower.

There has been much discussion recently in how to fix this problem within the framework of the all-volunteer military. Perhaps it is time to put into action an old saying, “If you want a new idea, look in an old book.” 

Bring back the peace time draft. 

It’s interesting to note that Professor Szalma did not mention the really key thing that is hurting recruiting, the war on military members both from the forced jab and the forced wokeness to the point where you get this from military families:

Listening to friends, other vets, and fellow Marines, that has to be happening more often than not. When I pose that question, “Would you tell a kid today to go in/enlist?” the first exclamation out of their mouths rhymes with “duck” and is followed by an emphatic “NO!”

It is so toxic.

this of course wouldn’t be a problem if the military has a large pool of potential volunteers but as I wrote way back in 2006 commenting at Instapundit two years before I started blogging myself:

Since the 60′s two unifying forces, for good or ill, were removed from the country: the removal of Judeo/Christian values as the semi-official moral code of the public schools) and the death of the draft/aka Vietnam. (actually ending in the 70′s). These two changes had one thing in common, it took two generations for them to have the following effect:

It is now unlikely that a student going to school today, had a teacher or parent who 1. Served in the military or 2. Was taught that moral code in school. To a whole generation now being born these are things that belong to outsiders. This makes the military and religious people outsiders and strange to one group and vice versa. Since the military draws predominantly from those two groups it will become more isolated from the rest of the public as time goes by.

This is not healthy for our country. What is worse is that one group has slowly vilified the military assuming them to be all dupes or thugs. A lot of this was political rhetoric but it has grown as a matter of faith.

And remember that was written 17 years ago.

Bottom line if you have a small pool of volunteers that you counted on and after decades of vilifying them said pool finally tells their kids to avoid service what do you get?

A Draft to make sure those officers who towed the woke line their superiors have pushed since the days of Obama have someone to command.

On the question of the need for a draft Glenn Reynolds answers: “Well, No, but if he keep wrecking military recruitment through lousy management we may get one.” I disagree.

Unless by some miracle we get a GOP president willing to clean house both in the DOD and among woke officers from Major on up a draft is coming. Folks are now talking about it openly and I suspect we’ll see it happen before this decade is over.

I can’t wait to see the reaction of Portland Oregon & Seattle. It will soften the blow.

Closing thought #1 Since the congress never got around to making women eligible for the draft watch a bunch of blue state boys suddenly start defining themselves as women when it comes. Alas they’ll be surprised at how fast even Justice Brown figures out what a woman is and isn’t once the deep state decides they need the manpower.

Closing thought #2 If you thing Social Security is a budget buster wait a few decades after the return of the draft and 10-20% of the population rather than two is eligible for veterans benefits.

I mean seriously, Navy manpower woes are the gift that keeps on giving. There are three (!!!) more NAVADMINs that show the Navy is really struggling to keep its people, especially its technical people, from leaving.

The first is NAVADMIN 186/22, which concerns Special Duty Assignment Pay (SDAP). SDAP is an additional monthly pay for Sailors that are in hard-to-fill jobs or qualify in difficult assignments. The Navy uses SDAP to help incentivize Sailors taking the hard duty assignments, because a few hundred dollars extra a month might motivate someone to fill that position.SDAP has been changed for nuclear-qualified Sailors in the following manner:

So what does that mean? In a nutshell, shore assignment SDAP was lowered, while at-sea SDAP was either added or increased. The N33Z NEC refers to an at-sea Sailor that qualifies as an Engineering Watch Supervisor (EWS), which is the senior most enlisted watchstander on a nuclear power plant.Since SDAP is an incentive pay, this is yet more proof that the Navy is trying to push Sailors towards at-sea assignment and to qualify as an EWS at-sea. They wouldn’t bother increasing SDAP if Sailors were already filling those roles without issue.What about technically-savvy officers? Well, NAVADMIN 188/22 changes the accession rules for the Baccalaureate Degree Completion Program (BDCP), which is a program where civilians or enlisted Sailors that have at least 60 credit hours can apply to get a commission, where they get paid while they finish their degree. It’s not as great a deal because it doesn’t pay for tuition, however it does land you a job as an officer afterwards, with the catch of requiring an 8 year commitment. If that sounds a bit long, it is, because a normal ROTC commitment used to be only 4 years…which was increased to 5 years, and for aviators, to 5 years AFTER you qualified to fly (which ends up becoming 8-10 years).BDCP eligibility was extended to…you guessed it…the technical fields of cryptology, cyber, intelligence, networks and oceanography. The only reason to extend this program to those fields is because the normal methods of obtaining officers are not working.The last odd NAVADMIN is 184/22, which simply says that the O-6 continuation board will immediately follow the O-7 selection board. For those not in the know, an O-6 in the Navy is a Captain and an O-7 is a Rear Admiral.Now, normally this board is one of many that are on a routine schedule without any real attention paid to it. Remember that Captains eligible to be reviewed for selection to admiral are well past the 20 years needed to retire, and are allowed to hang out until 30 years of service. They can hang out longer if a continuation board allows it. Since the board already meets on a schedule, why would someone need a NAVADMIN to change when the board meets, and inform the rest of the Navy?Simply put, there was a significant uptick in O-6 retirements after the last O-7 selection board. I asked a few people in the know (who asked to remain nameless) and the word was that the Navy Personnel Office apparently didn’t bother to communicate with a lot of O-6s that were not selected for O-7, and a lot of them submitted retirement requests in response to this poor treatment. While nobody is entitled to be selected for O-7, its not hard to communicate with officers to let them know they weren’t picked. Especially for someone that has given over 20 years to the Navy, you would think the Navy could reciprocate and treat them with respect. The number of retirements stung Navy manpower, hence the short NAVADMIN to try and prevent this from happening again this year.Now, that’s all speculation, but given all the other things happening…is anyone surprised? I sure wasn’t. I am surprised at just how bad recruitment and retention are getting. I had predicted that 2023 would be the breaking point, but that was before the vaccine mandate and terrible withdrawal from Afghanistan. I think those events have accelerated a process that was underway long before this year. I see more and more servicemembers that would otherwise happily stay on a few extra years because they enjoyed the job instead decide to leave for greener pastures.
